C’est la petite musique qui monte depuis des mois. La corruption organisée par les trafiquants de drogue gagne du terrain, à toutes les étapes du circuit qui va des portes d’entrée de la marchandise sur le territoire jusqu’aux prisons, en passant par les douanes, la police et la justice. En France, la Cour des comptes pointe le nombre important d’enquêtes et d’opérations policières contre les trafiquants de drogue qui seraient annihilées en raison de la corruption.

Cheffe de l’office anti-stupéfiants (Ofast), Stéphanie Cherbonnier avait fait part au Point de ses inquiétudes à ce sujet l’été dernier. « L’information qu’un téléphone est sur écoutes, des pièces à conviction qui s’égarent… Il en faut peu pour compromettre des mois d’enquête. »

Cette semaine, c’est un rapport de la Cour des comptes sur la lutte contre le trafic de stupéfiants qui évoque le sujet. « La masse des profits générés par les trafics de stupéfiants procure des moyens très nettement supérieurs à ceux des États » et permet d’acheter sans compter, écrivent les magistrats. Ils soulignent également que les organisations criminelles procèdent à « des enquêtes de criblage pour évaluer la vulnérabilité d’une personne et s’assurer de son concours ».

Les affaires se succèdent à un rythme qui s’accélère. En juin 2023, une greffière du tribunal de Saint-Nazaire a été arrêtée. Elle transmettait des informations à un trafiquant. En décembre 2023, deux agents de l’établissement pénitentiaire de Meaux-Chauconin, dont une greffière, ont été mis en examen et incarcérés pour avoir facilité la libération de trafiquants. En janvier 2024, neuf personnes, dont un fonctionnaire de la police aux frontières à l’aéroport d’Orly, ont été mises en examen dans une affaire de trafic de cocaïne et de cannabis. […]

Mais la chaîne police-justice a-t-elle vraiment envie de regarder la réalité en face ? Les sénateurs Jérôme Durain et Étienne Blanc, président et rapporteur de la Commission d’enquête sénatoriale, se le demandent manifestement. « Très peu de cas de corruption ont été identifiés, selon la Direction générale des douanes et droits indirects », écrivent-ils.
