C’est avec une profonde consternation et un sentiment d’indignation que nous assistons à la descente aux enfers financière de la Ville de Paris, désormais en cessation de paiement. L’état des finances de notre capitale ne peut être décrit que comme catastrophique, un véritable scandale qui met en lumière une gestion désastreuse et des décisions imprudentes qui ont mené à un endettement vertigineux. À la fin de l’année 2023, la dette de Paris a atteint près de 9,5 milliards d’euros, une somme astronomique comparée aux 1,4 milliard d’euros de l’an 2000.
Cette augmentation de la dette, sous les mandats successifs de différents maires, a propulsé la dette par habitant de 650 euros à un écrasant 4 551 euros par Parisien.
Mais là où le scandale atteint son paroxysme, c’est dans la pratique outrancière de la « cavalerie financière » via l’émission de billets de trésorerie.

Cette mécanique financière, censée couvrir temporairement les besoins en liquidités, est devenue un véritable système de survie pour Paris. De 550 millions d’euros en 2019, l’émission de ces billets de trésorerie a explosé à plus de 7 milliards d’euros en 2022.
Une supercherie financière qui ne fait qu’ajouter de la dette à la dette, mettant en péril la viabilité financière à long terme de la ville. C’est un jeu dangereux, où l’on emprunte pour payer les intérêts d’emprunts précédents, une spirale infernale menant tout droit à l’abîme.

La situation financière déjà précaire de Paris est exacerbée par des dépenses exorbitantes et mal avisées, notamment envers les associations et dans l’achat de logements dans le secteur privé. 🏨

Des millions d’euros ont été injectés dans des subventions à une multitude d’associations, dont l’efficacité et la pertinence sont souvent remises en question, alimentant les critiques sur une gestion des fonds publics guidée davantage par des considérations politiques que par l’intérêt général. De même, la politique d’acquisition de biens immobiliers dans le privé, censée répondre à la crise du logement, soulève des interrogations quant à sa viabilité financière et son impact réel sur la disponibilité de logements abordables pour les Parisiens. Ces dépenses, perçues comme une gabegie par une partie de la population et des observateurs économiques, illustrent un manque de rigueur et une absence de priorisation qui ne font qu’aggraver la crise financière de la capitale, mettant en lumière la nécessité d’une gestion plus responsable et transparente des deniers publics.

La situation est d’autant plus scandaleuse que malgré ces signes alarmants de mauvaise gestion, aucune mesure de mise sous tutelle n’a été prise.

Pourquoi ?

La réponse est simple et cynique : les Jeux Olympiques.
Il semble évident que les autorités, à tous les niveaux, ferment les yeux sur cette débâcle financière pour ne pas entacher l’image de la France à l’aube de cet événement mondial. C’est un pari risqué, une fuite en avant qui ne fait qu’aggraver la situation.

Je me risquerai à prédire que, une fois la flamme olympique éteinte et les projecteurs internationaux éloignés, la réalité financière de Paris ne pourra plus être ignorée. La mise sous tutelle de la Ville de Paris apparaîtra alors comme l’unique recours pour redresser une situation devenue incontrôlable. La gestion irresponsable et les décisions court-termistes auront finalement des répercussions réelles et profondes pour les citoyens parisiens, qui méritent une transparence totale et une gestion prudente de leurs finances publiques.
